여러분 반갑습니다. 유진룡입니다.

문화체육관광부를 떠난 지가 엊그제 같은데 벌써 7년 가까운 세월이 흘렀습니다. 정들었던 곳으로 다시 돌아와 여러분과 함께 일하게 되어 무척 기쁩니다. 문화, 체육, 관광 등 다양한 분야에서 여러분과 고민하고 때로는 밤을 새워 일했던 기억이 새롭습니다. 그동안 제가 학계에서 공직 생활의 부족한 부분을 공부하고 우리 부와 관련된 분야들을 객관적으로 들여다보던 시간도 결국은 우리 부가 맡은 역할의 중요성을 깨닫는 소중한 기회가 되었다고 생각합니다.

새 정부 문화체육관광부장관으로 다시 공직을 맡게 되면서 여러분과의 재회에 대한 기쁨보다는 무거운 책임감을 먼저 느끼게 됩니다. 이는 새 정부에서 우리 문화체육관광부가 해야 할 일이 많아졌고 그 역할이 더욱 중요해진 만큼, 우리 부의 더욱 많은 노력과 변화가 필요하다는 생각 때문입니다.

‘국민행복, 희망의 새 시대’의 국정비전에서 밝혔듯이, 새 정부는 국민 개개인의 행복을 국정의 최고 목표로 설정하고, ‘문화융성’을 그 비전을 실현하는 3대 지표의 하나로 삼고 있습니다. 새 정부의 국정목표는 우리나라가 그동안 산업화와 민주화를 통해 선진국 문턱에 진입했지만 국민 개개인의 삶의 질과 행복 수준은 그렇지 않다는 인식에 기반하고 있습니다. 국민의 삶의 질을 도외시한 경제 성장, 경쟁과 효율이 우선시되는 공동체, 원칙과 상생의 정신이 무너진 시장 등은 우리 사회를 적자생존의 숨 막히는 정글로 만들었습니다. ‘문화융성’은 이러한 시대적 상황에서 문화가 인간다운 삶의 가치를 보듬고, 배려와 나눔, 소통과 신뢰가 살아 숨 쉬는 공동체를 복원하고 발전시키는 일에서부터 시작해야 한다고 생각합니다.

모든 행정이 그렇겠지만, 특히 문화는 공동체의 가치 및 지향점을 대변하고 국민 개개인 삶의 질을 좌우한다는 점에서 국민행복을 실현하는 핵심 영역입니다. 따라서 앞으로 문화행정의 중심은 문화가 가진 본연의 힘과 가치를 활용해서 국민의 삶의 질을 개선하고 행복 수준을 높이는 데 두어야 합니다. 그리고 문화를 통해 온 국민이 화해하고 화합하여 함께 살아갈 만한 세상을 만들어 나가는 데 앞장서야 합니다. 새 정부가 추진하는 창조경제, 고용과 복지, 안전과 통합, 통일의 기반 구축 등 그 어떤 국정목표의 실현에도 문화가 가진 창의성과 다양성 그리고 공감과 소통의 힘은 그 무엇보다 중요하게 작용할 것입니다.

그동안 문화, 체육, 관광 분야 종사자들의 노력과 우리 국민의 격려에 힘입어 우리는 많은 성과를 거두었습니다. 드라마와 K-POP 등에서 시작된 한류가 이제는 한국문화 전체로 확대되어 전 세계로 확산되고 있습니다. 관광 분야에서는 연간 외래 관광객이 1,000만 명을 넘어서면서 관광대국에 진입하고 있습니다. 또한, 런던올림픽에서 거둔 종합 5위라는 올림픽 사상 최고의 성적과 2018년 평창동계올림픽의 유치는 스포츠 강국의 위상을 높였습니다. 저는 이러한 괄목할 만한 성과의 중심에 여러분들의 열정과 노력이 있었음을 누구보다 잘 알고 있으며, 여러분의 동료로서 무한한 자부심을 느끼고 있습니다.

그러나 우리가 그동안의 성과에 만족하고 안주하기에는 우리 사회가 처한 현실은 여전히 어렵고, 새 정부에서의 우리 부의 역할에 대한 기대는 더욱 커졌습니다. 소득, 세대, 지역 간 문화 격차, 고령화와 주 5일제 환경에는 미흡한 여가 인프라, 최저 생계수준을 밑도는 다수 문화예술인의 삶, 대중문화에 편중된 한류 그리고 낮은 관광산업 경쟁력 등의 초라한 현실은 우리 부가 앞으로도 할 일이 많다는 점을 상기시켜 줍니다.

문화체육관광부 가족 여러분!

제가 문화부 공직생활을 마치면서 아쉬움을 느꼈던 점이 있습니다. 그것은 우리 부가 문화예술, 콘텐츠, 관광, 체육 등 다양한 정책수단을 갖고서도 정작 우리 스스로, 그리고 국민들을 행복하게 만들어주는 데는 그리 성공적이지 못했다는 반성 때문이었습니다. 문화행정은 풍요로운 문화적 환경이라는 숲을 만드는 동시에, 그 숲에서 살아가는 나무인 국민 개개인의 인간다운 삶과 행복을 살필 수 있어야 합니다.

새 정부가 우리 부에 기대하는 과제들은 우리가 어떤 마음가짐으로 얼마나 노력하느냐에 따라 그 성과가 다르게 나타날 것입니다. 공직자로서 지켜야 할 정직과 청렴의 윤리는 물론, 보다 적극적으로 소신과 책임감을 가지고 창의적으로 일하는 자세를 가져주시길 기대합니다.

저는 우리 부 직원들 상호 간에 열린 마음으로 소통하고 신뢰함으로써, ‘국민행복’을 일터에서 먼저 실천할 수 있어야 한다고 생각합니다. 이를 위해, 일하는 방식을 과감히 개선할 필요가 있습니다.

각자 자신이 맡고 있는 업무가 정책 고객인 국민의 행복에 얼마나 도움이 되는지를 스스로 돌아보고, 불필요한 일은 과감히 줄여 나가야 합니다. 새벽부터 밤늦게까지 무턱대고 열심히 일하는 방식은 버려주실 것을 요구합니다. 불필요한 절차와 관행을 없애고 효율적으로 일하는 것이 중요합니다. 시간만 채우는 식의 구태의연한 업무방식으로는 지금의 복잡다단한 현안들을 해결할 수 없을 것입니다.

또한, 자신의 일에서 보람을 찾고 재미있게 일하는 것도 무엇보다 중요합니다. 자신이 맡은 일에 대한 열정과 소신이 있어야 하고, 해당 분야의 전문가 못지않은 지식과 경험을 갖추어야 합니다. 자신의 부족함 때문에 앞서가는 민간 부문의 발목을 잡는 잘못을 범하지 않도록 끊임없이 배우려는 태도와 노력이 있어야 합니다.

현장과의 끊임없는 소통도 중요합니다. 우리가 만든 정책이 현장과 괴리된다면 국민들의 불편만을 초래할 뿐입니다. 현장과의 소통을 통해 정책의 가치와 효과를 지속적으로 평가받아야 합니다. 그래야만 정책 고객의 마음을 움직이는 진정성 있는 정책이 나올 수 있을 것입니다.

우리 부는 문화, 예술, 관광, 체육, 종교, 홍보 등 다양한 업무를 담당하고 있습니다. 서로를 배척하고 자기 분야만 고집하면 아무것도 이룰 수 없지만, 서로 신뢰하고 융합한다면 어느 누구보다 새로운 정책을 만들어 내고 큰 시너지 효과를 거둘 수 있습니다. 이를 위해, 직장 생활에서 무엇보다 필요한 것은 권위적이고 이기적인 행태를 버리고 직장 동료에 대한 관심과 배려를 통해 서로 화합해 나가는 것입니다. 우리 부의 누구라도 대외적으로 정책 고객에 대해서든, 대내적으로 직원 상호 간에든 군림하는 자세는 절대 허용될 수 없습니다.

저는 여러분이 맡은 일들을 소신 있게 추진하고 결과에 책임지는 당당한 공무원이 되기를 바랍니다. 아울러, 자신의 일을 통해 보람과 행복을 느끼고 그 행복을 이웃과 나누는 ‘국민행복’ 시대의 선두 주자가 되었으면 합니다.

멀리 가려면 함께 가라는 말이 있듯이, 나와 남을 행복하게 만드는 존경받고 힘 있는 문화체육관광부를 저와 여러분이 함께 만들어 가길 기대합니다.

Inaugural Address by

Minister of Culture, Sports and Tourism Yoo Jinryong

Greetings, everyone,

It seems like only yesterday that I left the Ministry of Culture, Sports and Tourism, but nearly seven years have already passed. I am very pleased that I can return to a place that I am deeply attached to and can work together with you all once again. I still have vivid memories of having struggled together to come up with better ideas in such varied fields as culture, sports and tourism and of having sometimes worked together through the night. While being in a position in academia away from the Ministry, I was able to study the areas that were lacking in my civil service career and examine issues related to the Culture Ministry with more objectivity. All this period, after all, has served as an invaluable opportunity for me to revisit the importance of the Ministry’s undertakings.

Assuming public office once again, this time as Minister of Culture, Sports and Tourism under the newly launched Administration, what I feel first is a sense of grave responsibility rather than joy at reuniting with you. This is because the Ministry of Culture, Sports and Tourism is required to redouble efforts and make more changes under the new Administration, considering that there are lots of outstanding tasks it must take up and that its role has become more important.

The new Administration, as seen in its administrative vision of a New Era of Hope and Happiness, has placed individual happiness as the top administrative priority and set Cultural Renaissance as one of the three guiding principles in realizing the vision. The goal of the new Administration is predicated on the perception that even though Korea stands on the threshold of the ranks of advanced countries by having achieved industrialization and democratization over the years, the quality of life and the level of happiness of individuals have not been on a par with that. What has turned our society into a suffocating jungle of the survival of the fittest is economic growth that neglects the quality of life, communities that put competition and efficiency above everything and markets where principles and mutual benefits are disappearing. Under this situation, efforts to achieve cultural renaissance can begin by promoting culture that embraces the value of decency and by restoring and developing a community where people actively show consideration for others, share, communicate and build trust.

Among many administrative fields, culture in particular is the crucial factor in realizing happiness for the people in that it represents the values and goals of a community and determines the quality of individual lives. For this reason, the focus of culture administration should be placed on improving the quality of life and enhancing the level of happiness by making the most of the inherent power and value of culture. Taking this a step further, we should take the lead in helping create a world where people can make peace with each other and live harmoniously together through culture. In the process of realizing the goals pursued by the new Administration such as a creative economy, employment and welfare, safety and unity as well as the foundation of reunification, the creativity and diversity of culture as well as its capacity to encourage empathy and communication will play a more important role than anything else.

Thanks to the efforts of people working in such areas as culture, sports and tourism so far as well as public interest, we have been able to reap many accomplishments. The Korean Wave, which was triggered mainly by dramas and K-pop, has come to encompass many other genres of culture, reaching now an increased number of people all across the world. When it comes to tourism, the number of tourists visiting Korea every year has surpassed the 10 million mark, which shows that Korea is now establishing itself as a tourism powerhouse. On top of this, the nation’s standing as a sports power has been elevated; Korea obtained the best results in its Olympic history by finishing fifth in the medal standings at the London Olympics and won the bid to play host to the 2018 Winter Olympic Games in PyeongChang. More than anyone else, I am well aware of the fact that these outstanding achievements were made possible by the passion and endeavors of the entire staff of the Ministry of Culture, Sports and Tourism. As one of your colleagues, I feel infinite pride.

Notwithstanding, we cannot afford to be complacent about what we have achieved so far, given the many difficulties our society faces and the high expectations the new Administrations pins on our Ministry’s role. The following serves as a clear reminder of the many tasks our Ministry has to fulfill in the days to come—the divide in cultural opportunities by income, generation and region; insufficient leisure infrastructure considering the aging of our society and the five-day workweek; the many artists whose living still falls short of the minimum standard; a Korean Wave that is too centered on pop culture and the low competitiveness of the tourism industry.

When I left my public post, there was one thing I felt sorry about. It had something to do with my reflection that our Ministry had not been very successful in making life happy for ourselves or for the people, despite various policy measures for culture and arts, content, tourism and sports. As I understand it, culture administration is about taking care of individuals to ensure that they can lead a decent and happy life while creating an enriched cultural environment.

The outcome of the many tasks the new Administration expects our Ministry to accomplish will depend on how hard we work and with what kind of attitude. Besides the ethics of integrity and honesty that public officials have to abide by, I hope all of you will work in a creative manner with enhanced convictions and a sense of responsibility.

With all members of our Ministry communicating with open minds and having confidence in one another, the era of happiness for the people has to be first realized at our Ministry. To this end, it is necessary to drastically change the way we work.

First, it is necessary for each of us to reflect on our work and individually assess its effectiveness in securing happiness for the citizens who are the beneficiaries of all policies. We must eliminate without hesitation any part of our work that is deemed unnecessary. I ask you to put behind you the days of undiscriminating effort and of hard work and long hours for their own sake. It is important that we work efficiently and do away with any needless processes or practices. If we stick to an outdated mindset of equating hours with productivity, we will not be able to resolve the complicated issues at hand. 

Second, it is vital that we as individuals are able to find fulfillment as well as enjoyment in the work that we do. We must work with passion and a strong sense of personal responsibility, building up expertise and experience in our respective fields. In order to avoid the mistake of curbing advances in the private sector out of our own lack of understanding, we must remain ever willing to learn and to make our best effort. 

Third, it is important that we maintain unbroken communication with people on the ground. A disconnect between our policies and the actual situations they are designed to address will only inconvenience those impacted. We can have policies that resonate with the people only when evaluations of their usefulness and effectiveness are sought continuously and on the basis of direct feedback.

This Ministry carries out its work across a variety of sectors, including culture, the arts, tourism, sports, religion and publicity. If we draw lines among ourselves, insisting on the gains of one sector at the expense of another, nothing will be achieved. If we choose instead to trust one another and work as a cohesive whole, we will be able to create better policies and reap greater synergy.

To this end, it is essential that we do away with authoritarian or self-seeking behavior in the workplace and foster positive relationships based on greater care and consideration for one another. Domineering attitudes, whether toward those outside the Ministry who are served by its policies or toward the fellow workers among us, will not be tolerated.

I hope that all of you will be proud public servants, carrying out your duties with dedication and taking responsibility for the outcomes. It is my wish that by finding fulfillment and happiness in your work and sharing these with others, you will be among the first to usher in an era of happiness for the people.

It is said that long journeys are best made together. On this note, I look forward to working together with all of you to build up the Ministry of Culture, Sports and Tourism into an organization that stands strong, inspires respect and brings happiness to one and all.
