Korea to Share Experience and Legal System in Copyright Enforcement
The Ministry of Culture, Sports and Tourism (Minister YU In Chon, MCST), the World Intellectual Property Organization (Director General Daran Tang, WIPO), and the Ministry of Culture, Sports and Tourism of Vietnam (Minister Nguyen Van Hung, MCST VN) are to co-host the International Symposium on Copyright Enforcement from 17 to 21 June in Hanoi, Vietnam, which will be in cooperation with the Korea Copyright Protection Agency (President PARK Jung-Youl, KCOPA) and the World Trade Organization (Director-General Ngozi Okonjo-Iweala, WTO).
Sessions to be Delivered by CIV-GOV Experts in Copyright Enforcement from 15 Countries from Asia, Latin America, Africa and Middle East to Discuss Measures for Effective Copyright Protection and Enforcement in the Digital Environment
The ministry started its Funds-In-Trust to WIPO in 2006 in order to deliver its support in the field of copyright to developing countries and started its additional support in 2014 in order to carry out additional projects focusing on education and improvement of the global copyright protection environment.
The symposium is an extension of the Copyright Enforcement Working Group Meeting conducted in 2019 and 2023. The event will gather international experts and 30 CIV-GOV delegates from 15 countries to share and discuss experiences and future challenges in copyright enforcement in the digital environment. It is expected that the participation of policy experts, judges and attorneys from 15 countries, including ten from the Asia[1], one from Middle East (Jordan), two from Latin America (Brazil, Mexico) and two from Africa (Kenya, Zimbabwe) will help sharing of the diverse environment of each countries and create an opportunity to discuss future directions for international cooperation.
Korea to share its experiences and legal system in the field of copyright protection and enforcement
For the event, the ministry put together sessions for Korean experts from various sectors including academia and the government to share their experiences and introduce the Korean legal system. Deputy Director Soyeong AHN from the Copyright Bureau, MCST, will start the session by delivering the first topic, “The Value of Copyright and the Contribution of the Creative Industries to the Economy.” In addition, Director Yongeil LEE from KCOPA will be sharing the anti-piracy activities undertaken by KCOPA as well as other activities within Korea to counteract against copyright infringement. From academia, Professor Daehee LEE from Korea University will be sharing Case developments relevant to copyright enforcement as well as his insight on emerging challenges in copyright enforcement. The sessions will be followed by Professor Kyungsuk KIM from Sangmyung University introducing deliberation and administrative measures in Korea and Executive Director Itae CHOI from the Copyright Overseas Promotion Association sharing insight on public-private partnership and cooperation with the right holders.
JUNG Hyangmi, Director General of Copyright Bureau, stated, “We live in an era of having easy access to copyright content, largely due the development of digital technology. However, this also brings the issue of illegal copying and distribution of the contents, resulting in serious damage to the K-content market.” She added, “I hope the symposium can facilitate meaningful discussions with experts from key nations on copyright protection and enforcement so that various cooperation ties can be created between governments and the private sector.”
